The United Nations Office for Project Services (UNOPS) is looking for a dynamic Gender Equality Specialist – Gender-Based Violence (GBV) to join their team as a retainer. What Does the Role Entail?

As a Gender Equality Specialist, you will play a critical role in supporting UNOPS’ Technical Services Unit (TSU) across various infrastructure-related projects. You will provide expert guidance and technical oversight to ensure that gender-related considerations, particularly GBV, are integrated into project design, implementation, and evaluation. This position is pivotal in promoting gender equity and fostering environments free from violence and discrimination.


Key Responsibilities

1. Strategic and Technical Guidance on GBV

  • Provide technical advice on GBV components of UNOPS projects, ensuring alignment with international guidelines like the IASC Guidelines for GBV Interventions in Humanitarian Settings.
  • Offer on-the-job guidance and supervision for GBV-related activities.
  • Monitor and oversee project results, ensuring policies and procedures are gender-transformative and age-appropriate.

2. Advocacy, Partnerships, and Resource Mobilization

  • Analyze the political, social, and economic environment to identify opportunities for GBV prevention and response.
  • Support advocacy efforts by preparing project summaries, speeches, and conference materials.
  • Strengthen partnerships with stakeholders, including governments, multilateral organizations, and civil society groups.

3. Knowledge Sharing and Learning

  • Document lessons learned and best practices to inform future strategies.
  • Develop guidance, training, and mentorship programs to build capacity across teams and implementing partners.
  • Foster a culture of evidence-based learning and continuous improvement within UNOPS and partner organizations.

About the Technical Services Unit (TSU)

The TSU is UNOPS’ multidisciplinary hub for design, assessments, and advisory services for infrastructure projects across East and Southern Africa. With over 80 professionals, including engineers, architects, and specialists in environmental and social standards, the TSU delivers impactful projects in fragile contexts like Somalia, South Sudan, and Mozambique.

As part of the TSU, you’ll collaborate with diverse teams to create innovative and inclusive solutions that address GBV and broader social risks in development projects.


What Makes This Role Unique?

This is not a standard 9-to-5 job. As a retainer specialist, your expertise will be called upon on an ad-hoc basis, allowing you to:

  • Work flexibly while contributing to impactful projects.
  • Partner with global teams to shape gender-responsive programming.
  • Address complex social challenges in fragile and conflict-affected regions.

Eligibility Requirements

Education

  • Master’s Degree in International Relations, Development Studies, Sociology, Gender Studies, or a related discipline.
  • A Bachelor’s degree combined with two additional years of relevant experience may be accepted in lieu of a Master’s degree.

Experience

  • At least five years of professional experience in GBV prevention and response in development contexts.
  • Proven ability to design, implement, and monitor GBV-related interventions.
  • Experience in fragile or conflict-affected settings is highly desirable.
  • Familiarity with multilateral organizations, donor requirements, and stakeholder engagement.

Skills

  • Strong analytical and problem-solving skills.
  • Proficiency in managing multiple stakeholders and working in multicultural teams.
  • Excellent communication and advocacy skills.

Languages

  • Fluency in written, spoken, and reading English is mandatory.
  • Knowledge of an additional UN language (e.g., French, Spanish, or Arabic) is an asset.

Contract Details

Type and Level

  • Contract Type: Individual Contractor Agreement (ICA) Retainer.
  • Level: I-ICA 2/ICS 10.
  • Duration: One year, renewable based on performance and funding.
